Introduction

A PLAN FOR ESTABLISHING AND DEVELOPING TIAS

I. GOALS

  1. Become a center of excellence of inter-disciplinary research in basic science, engineering, and medicine; having a recognized place and positive impact in both the scientific community and the society.
  2. Become an open working space attracting talented scientists to come up with innovative ideas, and to build and lead up-to-date scientific projects.
  3. Select, form and develop human resources for the development of the institute, the university (PU) in order to meet Vietnamese society’s expectations through modern scientific activities and programs of research and training.

II. OPERATION AREAS

In the vision of 10 years, PIAS focuses on the creation and development of several research groups in these fields:

  1. Natural science: Physics, Materials Science, Chemistry, Computer Science
  2. Engineering and Technology: Informatics, Mechanics, Mechatronics, Materials technology, Nano-Electronics, Biotechnology
  3. Medical science: Medicine, Pharmacy

In order to contribute to the development of the scientific community and society in general PIAS engages in organizing and providing non-profit services, including:

  1. Scientific consulting and Training at the post-graduate levels
  2. Collaboration with other institutions to enforce the research and training
  3. Organisation of scientific events

III. ORIENTATIONS FOR DEVELOPMENT

The development task for the first 10 years is divided into two phases:

  • In the first 5 years: we concentrate on constructing infrastructure and equipping for research; defining core values for the development; establishing from 3 to 5 research teams by recruiting talented researchers and collaborating with a number of international partners; designing and realising several post-graduate training programs and establishing appropriate support mechanisms to attract talent students, the aim of these training programs is to develop an internal resource for the institute and the university.
  • In the next five years, the focus will be on developing human resources on the basis of accelerating training activities, expanding research groups and fields; strongly promote the doctoral programs; increase the quantity and quality of research works.

Specifically, we implement the following tasks:

  1. Establishing a number of research groups working in all registered areas
  • Group size: each group should consist of at least 3 Ph.D. as senior researchers,
  • Future plan: develop and upgrade groups into departments, even separate into new institutes.
  1. Establishing scientific values according to international standards:
  • Publication: peer-reviewed articles published on well-known journals with a high ranking,
  • International collaboration: co-authors of articles, patents; joint projects,
  • Scientific exchange: international conferences.
  1. Developing internal research power:
  • Increase the number of research groups covering all selected fields; increase the number of researchers in each group.
  • Expand research resource, deepen research directions, build long-term research programs:
    • Take the advantage of cooperation: create joint projects, invite active researchers to be the research directors leading local activities,
    • Enlist the resources of the state and society to carry out research tasks.
  • Link research teams to the global science network: Enforce international collaboration: create joint projects, co-authors, academics exchange.
  1. Developing infrastructure through building research labs:
  • Computational Lab: a cluster of High-Performance Computers.
  • Material Synthesis Lab: equip needed apparatus.
  • Analysis-Characterization Lab:
    • Equipping typical equipment,
    • Contracting with other external labs to use their equipment/instruments.
